Three Roles, Three Sets of Obligations
As An Importer:
Maintaining responsibility for maintaining a valid Certificate of Origin on file for any goods where a duty reduction or duty-free status is claimed. CBSA can request that certificate at any time during the four-year retention period. If it is missing or invalid, the FTA benefit can be retroactively denied, and reassessment penalties can apply.
As An Exporter:
Soliciting certifications from producers and issuing new Certificates of Origin to clients is required. Accuracy of those certificates remains a core liability.
As a Producer:
Supporting Certificates of Origin or written confirmations must be solicited for all 'originating' materials and components. Origin analysis on manufactured goods is required to verify FTA qualification.

In rare cases where a supplier cannot or will not certify, we work with your team to identify alternative sourcing or to recalculate origin without the non-cooperative supplier's content.
